I'm new to this list, so please forgive me if I mention something that has 
already been addressed.

Did you already consider moving the project to sourceforge?
This is what bochs did recently, and thereby it has attracted a _lot_ of 
attention. I would predict this will have a huge impact on the development 
process.

Now it might be wise to do the same. Sourceforge could also be used partly 
(e.g. dev docs management, task/bug/support/feature request manager, ...). 
I'm working on an OpenSource project, and we made good experiences with 
sourceforge up to this point.
The major benefits I would see is
a) the attention that is attracted, resulting in volunteers, patches etc.
b) the possibility of sharing the administrative tasks
c) transparency.

Even if you do not intend to use sourceforge for the development, plex86 
should at least be represented there.
