Revision 8515 incorporates my updated version of example 21 for the C
language.  I have removed all remaining platform-variable stuff from it
(such as the results of ctime being propagated to the labels), and I have
made a number of changes to reduce clutter and moderately change the view
spacing between examples and axis ranges for (especially) the 3D version of
the plots. In all honesty, I think the 3D results now look much better.

If nobody objects to the new version in the next few days, please propagate
to all other languages and check that the result agrees with the C version.
If you get agreement between the PostScript files for the language and C
versions of example 21 it's pretty good proof that the language interface
APIs for both plrandd and plgriddata are OK.
