DONE including release announcement paragraphs about these changes
(revision 9854).

I reviewed some posts made on plplot-general in late December where a user
really loved the pthreading feature and requested it be default.  Therefore,
its not release critical, but "it would be nice" if somebody looked deeper
into the pthread problem(s) and maybe even solved them before the release.
