Hi Arjen:

To help you check the plfill logic, I have implemented
examples/python/test_fill.py to give an extremely simple example of the
problem.  The non-filling issue occurs even for the case when the polygon
boundary is just outside the window (by eps = 0.001).

I have put this plfill bug in the bugtracker as issue 2905201 to make sure
it doesn't get lost.  I have assigned this bug to you. Good luck sorting it
out!
