Never mind, I have done that already (revision 11105).

The solution was to identify scripts/generate_website.sh as a bash
script (revision 11107) because otherwise Debian Testing tries to run
it with dash by default which doesn't work.  Also, by using the added
advice in the revised README.Release_Manager_Cookbook for how to
search for errors in the results from scripts/generate_website.sh, I
discovered some additional packages (xmlto and rsync in this case)
that I had to install before the full website generation worked
properly.

In sum, I can now generate the PLplot website locally and browse it
with no obvious issues on Debian testing, and that bodes well for our
next release.
