The current status is I have finished this project (as of revision
11296) for our C code.  Because of all the different comment styles
that have been transformed and eyeballed, the logic in
scripts/convert_comment.py is much tighter now.  For example, it
allows continued comments (// lines terminated by backslash) in the
special case where the next line is a comment as well (i.e., starts
with zero or more blanks followed by //).  There is also a reasonable
algorithm to ignore quoted comment identifiers as well as a special
stanza of logic to transform the many different forms of
"horizontal-rule" comment lines in our code base to a standard form.

Although our C code is done, there is lots more comment styling to do
for our C++ and Java code. So this project will continue for a while.
