This file was an attempt to convert various accented characters to something like a plplot equivalent. It dates back a long way to before we had drivers supporting unicode. It is not used by any other plplot octave functions, it is not documented anywhere except in the file, and in its current form it does not work. Looks like a candidate for removal!
