Attached is a patch for testing, I don't recommend pushing it to master yet.  
It comes very close to rendering a metafile "identically" (modulo rounding 
differences).  The main problem is that plot symbols are missing.  I should be 
able to fix that on Monday.

I also disabled the alternative unicode handling in plot buffer because it did 
not appear to be implemented correctly.  I should also be able to fix that on 
Monday.  The only driver that uses alternative unicode handling is cairo and it 
does not use the plot buffer for resizing.  Actually, it appears to only write 
to buffer.

I was having problems with the xcairo driver after resizing the plot window.  
Is anyone else having that problem?  I checked and it does not appear to be 
related to the change to the alternative unicode handling in plbuf.
