This change (as of fc80e786) to our build system where we replace deprecated build-target LOCATION properties with the corresponding generator expressions is quite intrusive. I have comprehensively tested this change on Linux, but it also needs comprehensive testing on all other platforms and especially on Cygwin where the change (actually a required workaround for a permissions bug associated with the change for versions of CMake less than 3.2) requires a GNU extension of the chmod command to work.
