It should be enabled by default on Windows.  But it may
be disabled by some of the tests in cmake/modules/wingcc.cmake.

For example, what are the messages you are getting from your cmake
invocation concerning "Looking for gdi32 header and library"?

Are those found or not found?  If the latter, you need to address that
issue.
