Hi Paul,

I'm afraid your URL doesn't work for me. Can you provide some more
details? Plplot definitely should build on debian testing. I've been 
working on the updated debian packages so I've been testing it out. 
The packages certainly build for most architectures using unstable. I
guess it might be a problem with the transition to octave 3.0?
