Both our Cairo-based and Qt-based device drivers have general unicode capability for displaying any human language. See http://plplot.sourceforge.net/examples.php?demo=24 for one such demonstration including some Chinese characters. There are downloadable Cairo (see http://www.gtk.org/download-windows.html) and Qt (see http://www.qtsoftware.com/downloads) libraries available for Windows that our cairo devices and qt devices have been built against without issues. I don't recall the exact Windows platform(s) tested for Cairo and Qt or whether our standard example 24 gave good results on Windows. So there is reasonable hope, but you will have to try this for yourself.
