Could you try to download plplot-5.9.5-100104.tar.gz from 
http://www.miscdebris.net/plplot_weeklies/ 
  and use that instead of plplot 5.9.5 source? This is a weekly  
snapshot of the plplot source code in svn as of 4th January 2010. I  
usually work on Mac OS X these days, but I'm sure that one of the last  
plplot weeklies worked with cmake 2.8.0 on Windows with MinGW (tested  
in December) - but these problems you encounter are not compiler  
specific, so it should work for Visual C++ as well.
