[plt-dev] strange srfi names

I just noticed this in setup-plt.

setup-plt: making: srfi/%3a69
setup-plt:  in srfi/%3a69

Indeed the collects names are like that
$ ls
%3a1/
%3a1.ss
..

seems kind of weird.. is that on purpose?
