It's the license we have to "worry" about. If you want to link your
GPL application with a non-free library then this non-free library
must either be distributed with the major components of the OS, or
you must add an exception to the license saying that it is OK to
link with the non-free library.
The latter option would be a problem, since you are using code from
PilRC and would need the approval from the copyright holders of that
code to be able to include the exception.
Anyway, since the files are distributed with the OS (or the development
environment), we don't have to worry about adding exceptions to the
license.
