I'm managing such an experimental service on my workstation for one and half year, where members can make their own description files to capture specified URLs, share those files among the members. The server periodically checks the URLs according to the description files, downloads web pages, and serves in plain text, iSilo, plucker, doc, medoc format, or in web archive tarball.
