It is, perhaps, overly verbose, depending on what your goals are. But even you have to admit that it's easy to see what the resulting icon will look like. Wow. ;) I think it comes down to who we think the audience is. If the audience is Joe-Notepad-User trying to create one of these "Special IniFile Thingies" for his website, then allowing him to hand-edit the icon (without running any other tools) might be a priority. If we would rather write a utility to create one of these files for him, then a more-terse/easier-to-parse format would be better. I don't really mind either way, since I won't be the one implementing it.
