It is, perhaps, overly verbose, depending on what your
goals are.  But even you have to admit that it's easy
to see what the resulting icon will look like.  (All
the more if you change your font to a 2-pixel by 2-pixel
fixed-width font.)

By hand?  Wow.  ;)

I think it comes down to who we think the audience is.
If the audience is Joe-Notepad-User trying to create one
of these "Special IniFile Thingies" for his website, then
allowing him to hand-edit the icon (without running any
other tools) might be a priority.  If we would rather
write a utility to create one of these files for him, then
a more-terse/easier-to-parse format would be better.

I don't really mind either way, since I won't be the one
implementing it.  In addition to working on another piece
of Plucker, I've just become rather busy at work, and
expect to remain so until at least the end of this week. :(
