I detailed this about four months ago; do a search in the archives for a possibly different, perhaps more accurate set of instructions. But roughly...
In the File Explorer, [Tools] [Options] gives you a dialog with a "File Types" tab. Select it. Now select the type you want to add the context option to - presumably html, and click the "Advanced" button.
You now should have a dialog with a list of "Actions". You can edit and even add to this. You can put any old thing you want there. So click the "New" button, type "Convert to Plucker" (or "Pluckerize" or whatever you want to call it) in the Action field, and
(your plucker dir)\plucker-build.exe -H file:"%1" -f "%1" -s"
in whatever it calls the Command field.
Now you'll have a whole new context menu item. Enjoy.
