Please indeed file a bug report about this.

It is indeed occurring as you suggest. The second
instance is aborted to prevent 2 editing of the
plucker.ini file at the same time, so you don't lose
changes. 

The solutions will likely be one of:
-Use file locking of the ini file instead of instance
checking.
or
-Allow the hotsync to bypass the instance checking
(one of these is most likely in the short term)
or
-Put the daemon as a separate application (most likely
in the long term).
