Somehow your plucker.ini file was deleted (which will initiate the startup wizard, because the default value in the prefs is something like hasrun=0 and once you run it once, a value of hasrun=1).
AFAIK, there is no line of code anywhere in the Plucker Desktop code that erases this file. Nor does the installer overwrite this file. The first most likely is the file was erased, either by accident or by virus.
