PLER lag time?

I am currently testing this by using a web-based form of e-mail.  The 
fetch time indicates that it only takes 30 seconds to a few minutes.  
The longest that it has indicated was about 3 minutes.  I believe that 
my e-mail server is the problem.  Thanks for the suggestions.
