"Locale" cannot be set

I"m running the update now with plucker and have set the PDA to try to 
do an update, but I get a window popping
up saying "Locale cannot be set".   I can't find anywhere to set the 
Locale.   In any case the update to the PDA doesn't happen.   Suggestions?
