I also confirm that
disabling the internationalization_enable parameter (changing from '1' to '0')
fixes the annoying "Locale" cannot be set dialog at startup. I just
started using Plucker, so my first install was with version 1.6. I got the
same error on startup that users of older versions got. I would classify
this as a bug and should be easily fixable for the next version's ini
file.
