If you mean in the same doc file, yes.. I think JPluck does this, sort-of. It can make the link underline color different if the link it references is not found inside the doc file (i.e. an "off-document" link). I tried it awhile back, and set the "off-document" links to red, and the rest to the normal blue color.

Thanks for the feedback. Are there any preference settings in Plucker v1.8 (Palm)
that would allow me to highlight "off-document" links? The only related preference I can find
is "enable strike-through".
