What is plucker doing at startup?

When Plucker is first run, the external card is scan. Why is this and 
what is it scanning for? I already have the Library Update List set to 
manual. I don't believe you are validating the List of documents that is 
already know, because missing files will still show up and files that 
have different actual dates will still show the old file dates. So what 
IS going on?
