JPluck, Use Download Cache?

What does the "Use Download Cache" in JPluck do?  I was hoping it used 
the cached pages unless a page was updated since it was last plucked, 
but I couldn't find an explanation of it.

It is definitely going out to the page (so it has some intelligence as 
compared to just blindly reading from the cache), but the I haven't seen 
a time savings (at least for the test pages I've tried.)
