If one database file limits the number to 16, then maybe the simplest
solution is to just have a set of databases (I believe blazer stores its
bookmarks this way as does the favorites app on new palms)

I'd actually prefer to see the category string stored externally,
probably in the Plucker Database file where it keeps track of what all
you have, and where the current categories are stored. Storing them
*in* the document is a PITA if you ever try to share the file with
someone else or they with you.
One of the other products I have installed is WeaselReader, a free,
open source ebook reader for PalmOS, originally intended for handling
Project Gutenberg etexts (with built in logic to skip over the long
boilerplate legal disclaimer at the beginning).
Weasel allows more than 16 categories, but I haven't poked in the
source to see how. (And while it doesn't navigate the file system, it
will let you specify what directory its documents should be stored
in.)
