The amount of print jobs the queue has has nothing to do with the queue being paused.  It's a state that the print queue is in.  You need to look around the properties of the printer itself and find something that will tell the print queue to resume or unpause the queue.

try:
sudo cupsenable your_printers_name

okay... I got all of the queues cleared (the ones in CUPS and the ones in the system tray) but CUPS still says it is paused (I can't get help from the mint forums, my password doesn't work and each time I reset it the new one isn't recognized).

Because CUPS is saying queue is paused.  The queue doesn't get
paused from printer errors, only from pausing it.
The other piece of evidence that the printer is fine is that
he can't print to it from another computer.

Why wouldn’t it be the printer. The queue paused because it
detected a problem on the printer hardware.

I'm sure it's not your printer. You print queue is paused,
and it needs to be resumed so that it will send print jobs
        to your printer again.
