At least you can modify windows 10 to look a bit more than default basic.

Try getting JAWS to run past 40 minute demo mode on any version of windows 
(post win 7) without paying a yearly subscription. It used to be that you had 
to pay $800 up front for it and was good through only 2 major upgrades. Now 
it’s $100 yearly (quite a bit cheaper, but no better on the quality for a 
corporate environment screen reader for the blind). At least NVDA (free and 
open source windows screen reader) is still available. Not sure which language 
NVDA is written in, but if it’s C++ or Python, I bet it can be ported and 
patched to run virtually any DM in the Linux GUI space. That assumes the API 
calls are similar (I know there is still a lot of work before KDE can be 
considered even remotely fully accessible and most of the GTK based DM’s work 
with ORCA (btw, there is only 1 or two full time devs for the ORCA project, so 
if anyone on this list wants to help out, they could certainly use the help).
