The best price/performance "NUC"-like machine that I've been able to find is the Minisforum UM790 Pro. It has an 7940HS, USB4, and comes in a barebones confirguration on Amazon for $375. You can either buy variants with included RAM/SSD or you an buy the barebones and add your own.
If you just want super cheap and okay performance, like enough to browse the internet and whatnot, look for an N100 or N150 mini pc.
