I've been on windows a very long time, and I'm not aware of anything like software repos for linux. Nor have I seen anything like synaptic on windows. Wish there were.
I do use free and open source software on windows. There are lots of choices, but it's a matter of finding, downloading and installing each. There are plenty of good, free apps for windows, but you have to find them.
