Not in general dell systems/servers, don't believe they ever did. Maybe in their DAS or Equilogic stuff they borg'd later, as most "enterprise" vendors tend to do that. Usually just firmware disabling things like tler function and other performance/stability tweaks, but otherwise their systems will look for a specific hdparm flag to make sure you pay your toll.
