To the best of my understanding, the OP's reference was to broadband 
service (>256Kbps as defined by TRAI) with CDMA/EVDO.  

In layman's parlance, the current set of USB dongles are equivalent to 
dial up service, one service is an "apple" the other an "orange" - no 
comparison.
