You can use the kernel level quota implementation.
There's a guide in /usr/doc/HOWTO/mini/Quota, if you installed the howto
package. For 2.2.x kernels, I have experienced users going over the
quota if you have thousands of users. I haven't verified this
problem with kernels >= 2.2.10.
If you're using Qmail, there's a program called 'quotacheck' that's
configurable and doesn't need the above kernel level quota checking.
