Given (a) you can establish the fact that these people recognize
software, (b) that they recognize and acknowledge licensing ang
IPR/fair-use, and (c) they are aware of the consequences of treating
software as property.  Then perhaps this restriction is useful.

However, it is not.  People can respect or flout software licences at a
whim, just like the laws; but unlike the laws there is no enforcement,
only provisions on violation of licence.  So, that very fact itself
makes this restriction moot.
