IMHO, I believe the problem is no lower level domain registrars (i.e.
.com.ph, .org.ph, .net.ph, etc.) were created-- if these were created
in the first place, having the ccTLD cost that high would be
reasonable.

Currently, the .ph ccTLD (dotph) manages *everything* including those
registering under .com.ph, .net.ph, etc.
