"Usually operational from 2100H-2300H +0800" gives the impression that
the IRC channel closes shop, which isn't true. Save for occasional
downtime due to maintainance or power outages, irc.free.net.ph (and the
#PLUG channel that it hosts) is available 24 hours a day, seven days a
week.

Discussion traffic is negligible most of the time, but it would be nice
to see that change. :)

Paolo: what do you think about adding a reference to the IRC chatroom on
the PLUG website? I did a quick search using the keywords irc and chat
independently and turned up nothing.
