It wasn't Apache, after all. The rewrite condition wasn't configured properly, so every request, even for files in cache, was spawning a process of the Lurker CGI, which is relatively expensive compared to Apache serving out static HTML files. I've fixed it now, and the system's been holding up pretty well against the Slashdot-like hammer-one-URL sort of traffic spike. I don't think anything I can afford at the moment can truly be immune to the Slashdot-effect, but this new setup should be much more resilient.
