True enough.  But the fact still is that they have the dominant browser and there are several things that MS refuses to fix (non-standard CSS, for example, as I learned recently the hard way).    Until MS makes IE fully-compliant, two things will continue to happen:

1) Naive developers will fail to test for non-IE browser and fall into the usual pitfalls.

2) Developers cognizant of the problem will either have to keep on using hacks: either resorting to tricks that work with all browsers, or making separate versions for IE and non-IE browsers.

Update on the situation: I tested the Business Name Registration bug against several browsers (Opera, Mozilla, Firefox, Epiphany) and they all fail.  I got on the phone with DTI MIS and they're planning to fix the problem.  Apparently, several other DTI branches are beginning the switch.  I heard the word Ubuntu mentioned several times.

The way I see it, M$ nor Mozilla is not at fault here. The one at fault here
is the one who created the web app, who's using IE-specific things instead of
following the standard.
