With my limited networking knowhow i'm surprised to find out the clients in
our home LAN can surf the internet even with the server pc off. I
mean just the dsl modem and the hub where the clients connections are
distributed.

most of the configuration of a dsl modem is that NAT and DHCP are enabled by default... that is why you can still use the internet even if your server is offline...

May hardware problem daw ang server pc tapos ang replacement
pc kong hinahanda hinde pa tapos. My day job is limiting me to finish
the task. Ang problema napakabagal ng connection its almost crawling to a
halt in my vector linux box! There are about 4-5 client boxes connected to
the hub. Im not really sure of our dsl speed but im guessing here maybe
64kb or 128 (i know its not really speedy).

check your dsl provider what is your given bandwidth or look for your contract what was stated there...

1. Ma improve kaya ang LAN speed kung maibalik ang server pc?

yes... if you know how to configure it and putting other services that will improve your internet speed...

Okey lang ba kahit walang server?

yes but you are limited what the dsl modem's features can offer...

I think NOT: we're playing with fire here. Our only
consolation is we're behind a proxy server. But i dont know if thats good
enough a protection.

proxy, firewall, intrusion detection, intrusion prevention, encrypted channel and others are not enough to protect you.... there are two rules when it comes to security...

1. there is no such thing as 100% bullet proof security system...
2. your security system is only as strong as its weakest link....

2. Definitely i will push to put a linux box in the server room. Ang
problema dun sa nasirang pc nilagay ng dsl technician (hard coded) ang
dsl settings and the box is winblows. Im not really worried with that
though. I know you guys can help me :-)

The dsl modem is Speedtouch
510 Thomson. I know its ip address and i can telnet to it with
username/password giving me menu of various configurations. This can help
for sure in configuring the replacement linux box.

3. Im looking for a gui program (or console) that can show each client's
internet connection and maybe bandwidth use. Meron bang ganito? Ang simple
lang :-)

try to consult your modem's manual if there such a feature... if not... you can do that with your linux box with its appropriate program to install...

4. Also bandwidth or load balancer (server side). I mean para hinde naman
lugi ang ibang pc. May isang client mahilig magdownload lagi mp3's and
videos and its a hog in the network. Oh i hate the owner! Help din dito
please.

there are lots of open source programs for that.... google is your friend :->
