yup :-> that is one of the beauty of free space optics (FSO) :->
FSO is an optical technology and no spectrum licensing is required because
there are no interference with the other radio frequency spectrums... and it
is worth noting that it cannot be detected with spectrum analyzers or RF
meters.... it is a line of sight technology and it is very difficult to
intercept...
