Marvin, have you taken a look at Firebird? It has a less restrictive re-distribution license compared to mySql, and has even better features. (Translation for developers: use it freely for your commercial apps)

You can run it on server mode (for concurrent access to the DB) or embedded mode (stand-alone).

You may opt to run it in Windows.

However, the p2p support community is not as big as PG or mysql. But commercial support is available.
