Of course, there's no point to an open source bill if it doesn't
contain any of the above.

Is an open source bill even required in the first place? What will the
motivation of the bill be and for whom should it be beneficial? What
is the agenda behind the bill?

I doubt that a bill promoting/favoring/requiring open source software
in the Philippine Government is even necessary much less beneficial in
_any_ regard. I assert that the local Philippine software industry
should do its part without waiting for government interfere for or
against Open Source Software adoption.

Question, will PLUG issue a single recommendation? Emphasis on
"recommendation" though. Last time I looked at the PLUG website, this
issue seems to be in line with PLUG's advocacy.

>From PLUG website:
"For over 10 years already, the Philippine Linux Users' Group, or
PLUG, has been actively promoting the adoption of the GNU/Linux
operating system in the Philippines."

This is what the PLUG has been doing -- and probably will do for quite
some time. However, it doesn't say anywhere that PLUG should push it
into Government. The Philippines is _not just_ the Philippine
government.

My opinions and convictions are mine alone, not the official position
of the PLUG board, but those of an individual opposing the proposition
or even the crafting of such a bill. However, I am for promoting
GNU/Linux systems and in a greater scale Open Source Software
(nevermind Free Software) to the Philippines (both government and the
private sector) without the need for legislation in the process of
doing so. I think we should leave out the politics of this, and
concentrate on pushing the GNU/Linux systems and Open Source Software
as much as we can and stay away from making laws for/against open
source software in government.

I hope this makes my points clear.
