I'm using this public proxy 210.213.105.234:3128 for testing. I can browse the site and I'll let you guys know if I can browse the site at home using ADSL from PLDT.

Which is part of the protection that should be in
place.  You shouldn't be using a "private" IP address
in the Internet.  Your broadband router/firewall at
home (if you're given a public IP) or your ISP's
gateway should take care of masquerading/NAT'ing.
