This is not technical but related to Linux in the Philippines.

The International Open Source Network ASEAN+3 (which is based in UP Manila
National Telehealth Center) has several copies of the IOSN's ePrimer on
Open Standards.

We are prioritizing distribution to organizations/institutions who can
help us distribute to a wider base. Individuals can claim their copy by
personally visiting the National Telehealth Center 3rd flr Science Hall,
Philippine General Hospital.
