L2TP over IPSec does work in our case since both tunneling and authentication are successful (correct me if i'm wrong). i originally thought it was a problem with IPSec tunneling mode, but you are probably right in that there is something wrong with the firewall/routing on their end if one pool of IPs successfully forwards the tunneled packets and another pool doesn't (?)

we're trying to get a test unit from another vendor's GPRS/EDGE card to check if the same problem persists.

With WeROAM, I have no problems with ipsec VPN.  I've
been using it for close to a year already.

It's a different story with the GPRS service that
comes with the telco mobile plans.  Their firewalls do
not seem to allow ipsec (ESP, AH and isakmp) and
L2TP/PPTP traffic when I tested them last year.  This
was for Smart and Globe using prepaid and post-paid
numbers.  I have not tested them using OpenVPN.
