CHED, DOST to name a few are using Excel in their forms to filled up.
You have to input your data, say Rationale, cell by cell, limited to say, 5 rows only. arg! Funny because a simple text file will do.

ODF is yet another format, though admittedly more "open", it is still a layer of complexity above plain text. Actually, it shouldn't even be _ASCII_ text, but plain text in an encoding that supports our full character set.

What I am driving at is that plain text, at the minimum, should be a required format in which public documents should be made available, sans formatting, in order that the content of the document is accessible immediately and by anyone without any cruft to deal with. The verbiage of a lot of these are enough dross to get through.
