I'm using ubuntu.
I've figured it out and now it's working. It's not a linux issue.
The problem seems to be that if you log in (request a DHCP IP)
from one PC and then turn the PC off there is going to be some
delay (haven't tested to see what the delay is, my guess is that
it's related to the remaining time on the lease) before a second
PC can request a lease.
So what I was coming up against was just the delay. And I thought
it was the PLDT DHCP server refusing to reply due to some sort
of microsoft specific feature (because the DSL installer used
my brother-in-law's windows computer to test the DSL connection
since, of course, that's what he was familiar with).
I figured this out since I was able to get an IP when I went online
with my laptop when I came in from work (so it works with linux)
and then, later that night, when I went to bed my brother-in-law's
windows computer couldn't get an IP for a while. He kept the computer
on though, and a bit later (maybe 15-30 minutes) windows successfully
got an IP.
I haven't yet tested to see whether releasing the DHCP IP makes
the wait time for the next computer shorter (or disappear). So
to get on-topic again, How does one release a DHCP IP grabbed
via dhclient?
