RAS will allow dial up users to connect to your network and usually by default will share the network's internet gateway, then setup an cache proxy like squid so you can get more control of your bandwidth, you can use squid's ACL and add up IP pools for your dialup users. Add an asterisk server thats only visible on the local network so that only your dialup users can access it. Finally have RAS, Squid, and Asterisk auth with Radius so you have one single centralized account management :)
