The fact that this bill has the nickname `FOSS bill' leads me to conclude that this bill may very well set what the term `FOSS' would be in the minds of both the government AND the people. Hence, this bill carries more than just the weight of a `software procurement' issue. There has no bill quite like it ever before, so it is understandable that WE Filipinos need to be both on the close watch and on the far side in handling this issue. Like I said earlier, this bill is a coin that needs care when being held. You obviously won't hold a coin too close to your eyes, blocking your vision, but at the same time you won't hold it too far off, lest it escapes your fingers and falls. The issue at hand, therefore, is both technological, economical, AND social; a three-finger-salute is what's needed. But man, Christmas is just a few days away, so we need to drop the fapping baggage for now and recharge. While this bill may or may not define FOSS for the Philippine people, I'm quite sure the folks in this list know what honest-to-goodness FOSS is, and are quite keen to keep it that way, (corrupt) government notwithstanding.
